Pursuant to Section 3-122-112, Hawaii Administrative Rules, a vendor is required to provide the following prior to purchases or payments equal to or greater than $2,500:
- Tax Clearance from the Department of Taxation and the Internal Revenue Service
- Certificate of Compliance from the Department of Labor and Industrial Relations
- Certificate of Good Standing from the Department of Commerce and Consumer Affairs
Applicability
- UH: applicable to all purchases/payments =/> $2,500 executed through KFS unless procurement is considered exempt from the requirements of Chapter 103D HRS (see A8.220, 9.).
- RCUH: the tax clearance portion of the Certificate of Vendor Compliance is applicable to purchases/payments equal to or greater than $25,000 executed through RCUH on private or federal funds.
Instructions for Vendors to Register with HCE
- Go to Hawaii Compliance Express (HCE) website.
- Login using your HCE account. (Click on “Create an Account” link if need to create HCE account.)
- Click on “Start a new Registration.”
- Complete online questionnaire.
- Review Data. Use the “Edit” link of the section to make changes.
- Electronically sign application to certify.
- Follow payment processing on-screen instructions.
- View Print/Submit IRS 8821 form.
- Review application status and click continue to return to main page.
- Repeat steps 3-10, as needed to create another application. Questions regarding the registration process can be directed to Hawaii Informaiton Consortium (HIC) at (808) 695-4620.
Instructions for Department/Programs to Obtain Access to HCE
- Create an eHawaii.gov account (eHawaii Account Services)
- Send email to Teri Ann Yoshida-Freitas (teriy@hawaii.edu) to request access to the Hawaii Awards & Notices Data System (HANDS)
- Request will be made to the UH Procurement Office.
